I see what you mean but I don’t agree with the wording. Not everyone is a designer, but everyone in the team contributes to create a bad or good user experience. Ux is not UI. Ux includes all disciplines from engineering to sale, to customer support and ofc interface design. I am an ex developer, now working under ui/ ux designer title. But I would call what I do is interaction design. We create the user experience all together with developers, sales, business, etc.
